Habemus Papam (or do we?)

A budget was in fact passed on time to Jerry.  It was a certainty that would happen.  The legislature is collectively a bunch of venal bastards who, above all else, want to get paid.  Since a court has ruled that the legislature is itself the ultimate arbiter of whether or not a budget is balanced.

The budget bill passed 23-16 and 50-25, with (again, no surprise) zero Republican support.  However, the implementation bills have not been passed.  It is also not known if the Governor will sign or veto the budget.

Acting Thursday the Republicans under the dome sent a letter to Controller John Chiang, asking him to make a determination as to whether or not the budget was indeed balanced.   Incidentally, Chiang has until July 9 to appeal the court decision telling him to keep his paws off the issue.

The State Treasurer, Bill Lockyer, has said he believes the budget is workable in that the state will be able to borrow $10 billion to cover excess spending for this year.

The new budget proposal assumes both that the Brown tax plan will pass in November and that it will bring in $8.5 billion for the balance of the budget year.
