In what is being termed a “major blow” to the California High-Speed Rail project a judge ruled today that the HSR agency has failed to comply with the financial and environmental requirements that were written into the law authorizing the project.
Superior Court Judge Michael Kenny said the HSR Authority “abused its discretion” when in approved the noncompliant funding plan. The original Proposition 1A required that the agency identify its funding for the entire first segment and that they clear all environmental issues before they start construction. There are still outstanding environmental issues and the funding report is mostly pie-in-the-sky stuff, supposing “theoretical sources” (like the tooth fairy) will kick down the money required.
