The draft, which someone has leaked to the Stockton RECORD, says flat-out that the city should have seen it coming bud didn't. According to the RECORD article linked here 61% of the accounting controls were ineffective. The audit has been going on for a year. At the time it began many of the city leaders screamed like mashed cats about it, calling it a “distraction.”
The audit makes a total of eight findings and recommendations. It throws a major brickbat at former city internal auditor F. Michael Taylor, who was the first person in that position and held it for 18 years. He retired just before the excrement hit the air circulation device.
The city also owes the state $1.4 million for money they illegally diverted from redevelopment. The state may sue to get it back. The good news keeps on coming.
This is what happens when you keep kicking the can down the road. I wonder if anybody will learn anything from it?
